POSITION PURPOSE:

This position is an integral part of a large-scale construction project in Albany, Oregon to ensure its safe and contract-compliant completion. The position requires a dedicated quality control manager with construction experience to support material receipt inspections as well as in-field construction inspections. This position requires a highly engaged, knowledgeable individual who will lead all quality assurance and quality control processes and staffing to ensure that we are compliant with our DOE programs and processes. This position will require active engagement with the field management team, subcontractors and client to ensure our contract specifications are being met throughout execution.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manage client approved quality assurance program and procedures, and quality of work produced.
  • Identify, interpret, communicate, client specification and Code requirements to team.
  • Identify performance gaps and correct using appropriate project processes, equipment, and people resources.
  • Provide leadership and instruction to direct reports and the construction management team.
  • Ensure work is being coordinated between other departments, offices, fabrication and construction to meet project and client requirements.
  • Track performance improvement and manage corrective and preventive actions program.
  • Oversee performance of in-field inspections of weldments, bolted assemblies, civil, electrical or any other item as required by the project.
  • Ensure work is completed in accordance with the inspection test plan and/or project specifications.
  • Coordinate third party inspections as required, i.e., non-destructive examination, hydrotesting, etc.
  • Create accurate reports to prove work has been completed compliantly.
  • Excellent verbal and written communication skills to support extensive team and customer contact.
  • Establish and/or maintain written and client-approved project quality management plan associated quality procedures.
  • Maintains product quality by enforcing quality assurance policies and procedures and government requirements; collaborating with other members of management to develop new product and engineering designs and manufacturing and training methods.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Bachelor’s Degree in an engineering- or science-related field (additional years of field experience can be substituted for degree, if substantially more than minimum required).
  • 7 -10 years of relevant experience with DOE, DoD or Nuclear construction.
  • Thorough understanding of industry and governmental regulations affecting product quality.
  • Current Driver’s license.
  • Ability to obtain a National Energy Technology Laboratory security badge.
  • Be able to read and interpret and verify contract specifications and apply to field execution.
  • Be able to read and understand contract drawings, vendor submitted drawings, and controls contractor drawings. Be able to apply to field execution and verification.
  • Experience on large scale DOE, DoD and other federal agencies’ vertical construction projects and applicable regulations.

Skills and Abilities:

  • Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and clients, as well as outside business associates.
  • Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from clients, managers, staff, and the general public.
  • Ability to utilize multiple word-processing, database and engineering applications including MS Office applications Word, Excel, and Access.
  • Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
  • Excellent proof-reading and writing skills.
  • High degree of sensitivity regarding confidential client and employee information.
  • Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, and capable of prioritizing workload.
  • Highly organized, strong leadership abilities and capable of resolving escalated issues arising from operations and requiring coordination with other customer or other internal departments.
  • Knowledge of Procore

Special Requirements:

  • Candidate must be willing to commit to a long-term presence at the project site (2 years).
  • Ability to obtain a National Energy Technology Laboratory security badge.

PHYSICAL DEMANDS:

  • The candidate will be required to physically be able to perform the duties of this position which may include some or all of the following:
  • Have mobility to access and move through a highly congested multi-level construction site.
  • Be able to climb ladders two or more stories.
  • Ability to drive to access project premises.
  • Utilize fall protection.
  • Ability to access confined spaces.
  • Be able to lift 25 lbs.
  • Be able to visibly inspect field installation/placement to assess compliance with specifications

WORKING ENVIRONMENT:

Works mainly in the field on active construction site that utilizes heavy machinery and various construction equipment to erect a multistory industrial building.
