North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.

Job Description

The Sub-Contractor Technical Representative (STR) works with the Project Management and Contracts team in the technical management of subcontractors to ensure compliance with the subcontract and safe implementation of the project work scope. This role shall be the subcontractor’s primary point of contact for the technical portion and implementation of subcontracted work. The STR does not have delegation of authority to provide direction on deviations to scope of work or direct the subcontractor on means and methods unless they are specifically written in the subcontract.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Works closely with the Project Manager(s), Contract Manager(s), Sub-Contractor(s).
  • Review and understand scope(s) of work and government contract clauses.
  • Identify and prepare all necessary scopes, specifications, drawings, requirements, bids, evaluations, and other documentation needed to select and procure subcontractors.
  • Prepare and manage all necessary procurement elements, including complete requisitions, technical evaluations, and proposals, and change requests.
  • Draft and negotiate contracts with subcontractors.
  • Ensures subcontract review, approval, and execution in accordance with corporate and/or business unit guidelines.
  • Participate in pre-work walk downs, work planning meetings, status meetings, QA observations
  • Validate receipt and approval of pre-mobilization submittals.
  • Prepare and maintain correspondence, negotiation memoranda, and other subcontract documentation.
  • Prepare organizes and maintains subcontract records and files to document subcontract performance and compliance.
  • Hold subcontractor(s) accountable to include on time review and approval of plans, procedures, materials, equipment, schedules, submittals, daily reports, documentation of technical direction provided, communications, change control information, licenses, certifications, permits, training, and/or modifications to the subcontract requirement(s).
  • Review subcontractor invoices for accuracy of work performed, work progress, and compliance with rates and other subcontract provisions.
  • Compile and analyze subcontractor financial accruals and projections to ensure accurate reporting and control of subcontractor costs.
  • Complete subcontract closeout activities.

QUALIFICATIONS REQUIRED:

  • 2-5 years Subcontract/Contract/buyer experience with Government projects.
  • Knowledge of FAR/DFAR regulations Procurement of Services.
  • Ability to interpret technical contractual requirements.
  • Basic to working knowledge of subcontracting concepts (types, terms & requirements) and Federal Acquisition Regulations.

WORKING ENVIRONMENT:

Primarily office environment located in Los Alamos, New Mexico. Occasional site visits may be required in and around Los Alamos to meet with and observe subcontractors at the job site.

Proof of citizenship will be required as a condition of employment.
