Job Description

North Wind is seeking a Program Manager to oversee the performance of infrastructure support services for a site located in Paducah, KY. As a Program Manager, you will be responsible for oversight and management of a large, multi-million-dollar program ensuring its successful completion. The Program Manager will work closely with cross-functional teams to develop and execute plans, manage budgets and coordinate resources. Additionally, the Program Manager will serve as the primary interface with the U.S. Department of Energy (DOE) and other DOE site contractors and maintain a line of communication with clients, consultants, contractors, and vendors related to the contract. The Program Manager will be a critical member of the North Wind team, responsible for ensuring the successful completion of this important project.   • Manage day-to-day operational aspects of the project and scope (e.g., O&M, ESH&Q, Safeguards and Security, Computing and IT, etc.)
  • Oversee the program, ensuring that all activities are conducted safely, efficiently, and in compliance with all applicable laws, regulations (i.e., DOE), and policies
  • Direct, coordinate, and provide technical direction to program personnel ensuring all personnel are properly trained, qualified, and motivated to perform their duties
  • Develop policies and operational standards related to Facility Support Services (FSS) requirements
  • Ensure client satisfaction for contract performance, safety, quality, and overall delivery of services
  • Develop and implement strategies to achieve project goals and objectives
  • Ensure compliance with administrative and reporting requirements, deadlines, and other required documents as appropriate
  • Manage the annual budget and oversee financial performance of the project
  • Ensures cost and schedule estimates for new site service projects
  • Provides internal consultation on a variety of site service programs
  • Holds regular staff meetings with project team
  • Foster a culture of safety and environmental stewardship throughout the project

Qualifications

  • 20+ years of experience successfully executing, managing, and/or controlling site service programs and/or projects
  • Recent experience serving as a Program Manager of an infrastructure support services contract, or portfolio of contracts, totaling $50M+ annually
  • A bachelor's degree in a technical field or business is required.
  • A master's degree in business or related field is preferred
  • Experience overseeing an organization that includes bargaining unit operations
  • Awareness of export control regulations and guidelines, including ITAR, EAR, and OFAC, to ensure compliance and prevent the unauthorized export of controlled information
  • Experience managing budgets and realization of significant cost savings to the client and/or significant life-cycle cost or liability reductions
  • Experience setting strategic objectives, resolving problems, developing innovative approaches, and implementing changes with a track record of driving measurable results
  • Experienced in creating a diverse, equitable and inclusive workplace
  • Skilled in developing and implementing strategies to promote social responsibility, environmental sustainability and ethical governance
  • Possess an active DOE Q or DOD Top Secret Clearance and the ability to maintain
  • PMP certification, preferred
