Job Description

Position: Water Resource Program Director

North Wind is currently in search of a Water Resource Program Director who will oversee the management and execution of a diverse range of projects. As the Director, your responsibilities will include planning, organizing, and coordinating operations, as well as serving as a technical expert in the field of water resources engineering. The Director will also be responsible for identifying and mitigating risks, communicating project status and progress to stakeholders, and driving continuous improvement. You will be expected to collaborate closely with cross-functional teams to foster the growth of future leaders within the firm by providing coaching and participating in the recruitment of new talent.

Responsibilities:

  • Direct a wide-ranging portfolio of water resource contracts that encompass engineering, investigations, assessments, flood studies, and more. Collaborate with federal, state and local agencies to effectively manage these contracts and ensure successful completion.
  • Manage multiple projects and multi-functional teams across various locations, prioritizing staff development and mentoring to enhance growth and provide technical guidance and support.
  • Oversee the implementation of special initiatives that align with the organization's goals and objectives.
  • Serve as the Program Director, for key contracts, responsible for managing all aspects of contract support activities and for ensuring that all activities are executed efficiently and meet the required standards.
  • Ensure client satisfaction for performance, safety, quality, and overall delivery of services.
  • Effectively engage and collaborate with diverse communities and states, navigating a wide range of situations with tact and adaptability.
  • Interact and manage multiple stakeholders (e.g., customer, regulatory, other contractors, local community, etc.) simultaneously, ensuring their diverse needs and expectations are addressed.

Required Qualifications:

  • Bachelor’s degree in civil or structural engineering or a related field and 15+ years of experience managing complex technical water resources projects.
  • Master’s degree (preferred) in civil or structural engineering and 10+ years of experience managing complex technical water resources projects.
  • Experience serving as a Program Director of a single contract, or portfolio of contracts, totaling $15M+ annually within the past five years.
  • Recognized expertise in managing multiple projects and groups of personnel at multiple locations with a specialized focus on water resources.
  • Knowledge of federal and state regulations related to water resource projects.
  • Experience managing budgets and realization of cost savings to the client and/or significant life-cycle cost or liability reductions.
  • Experience setting strategic objectives, resolving problems, developing innovative approaches, and implementing changes with a track record of driving measurable results.
  • Experience overseeing an organization of multidisciplinary professionals (e.g., civil, structural, hydrology, geotechnical, water resource management, regulatory, environmental, etc.).
  • Experience with the various federal agencies such as FEMA, USGS, FHWA, DOI, DOD, etc. is strongly preferred.
  • PMP certification
  • Licensed P.E. or P.G.
  • Experienced in creating a diverse, equitable and inclusive workplace.
  • Skilled in developing and implementing strategies to promote social responsibility, environmental sustainability and ethical governance.
