Job Description

LYBD is currently seeking a Personnel Security Specialist to support work under our National Defense University Contract in Washington, DC.

Job Responsibilities

  • Process new employees, students, faculty and contractors by creating, integrating and reconciling security and personnel documents using University and other internal security management systems.
  • Prepare monthly reports on personnel security investigation initiations, submissions, returns and open investigation progress. These actions may consist of monthly report generation in the Electronic Questionnaires for Investigations Processing (e-QIP) system.
  • Process new employees, students, faculty and contractors in the Lenel OnGuard Security System database and the University database.
  • Prepare security folders for new employees and update contractor access requirements as provided by their NDU issued contract.
  • Prepare ID building badges and Common Access Cards (CAC) for university personnel, contractors and visitors.
  • Prepare and review personnel security files, validate security clearance eligibility, and provide verbal and written instruction required for security clearance determination.
  • Review incoming security investigations; assist Security Manager with the preparation of fingerprint card submission on subjects that require initial background investigation
  • Provide personal liaison with required adjudication agencies to authenticate security investigation status and eligibility determination.
  • Prepare and submit Visit Clearance Certification letters and sensitive compartmented information (SCI) visit certification requests.
  • Maintain “Perm Cert” roster of incoming visit certifications weekly.
  • Maintain concise accountability and records of all outgoing Visit Certifications.
  • Post, update, verify and validate investigations and clearance levels using the following Office of Personnel Management (OPM) systems: DISS, the Joint Clearance Access Verification System (JCAVS), the Electronic Questionnaires for Investigations Processing (e-QIP) and the Central Verification System (CVS).
  • Support the NDU Security Directorate and Physical Security Officer in management of the restricted area identification and badge program. Maintains an accurate inventory of issued and controlled identification badges.
  • Maintain and update personnel security database(s).

Job Qualifications

  • Active Top Secret/SCI clearance required.
  • High school graduate or possess the equivalent GED.
  • Must have a minimum of 3 years of experience.
  • Must be a US citizen and speak fluent English.
  • Must have experience with DISS.
  • Must be proficient with MS Office Suites.
