POSITION PURPOSE:
The Facility Manager / Technician will provide support services for five facilities belonging to the Air Force Research Laboratory (AFRL) on Kirtland AFB, NM.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Call in emergency work orders to Kirtland AFB (KAFB) Help Desk or input regular work requests in NexGEN database (or approved equivalent) for maintenance of facilities.
- Maintain logbook of all AF332 and service calls through closeout with KAFB.
- Respond to Random Antiterrorism Measures (RAMs) and Force Protection Condition (FPCON) exercises as directed by KAFB security forces
- Attend training as required for Facility Managers; review and comply with the Civil Engineering Guide for Facility Managers, as scheduled.
- Maintain training and access to the required database (NexGEN IT / Tririga) and systems to submit work requests.
- Attend Section/Branch meeting as requested; 1-2 hours
- Attend all other meetings as required to complete tasks associated with this position, during normal duty hours.
- Manage building keys.
- Maintain shelter-in-place spaces.
- Prepare statements of work for AF Form 332s; obtain coordination and approvals within the directorate as appropriate; track with KAFB Operations
- Input project updates into government-approved software/database on weekly basis - list of projects/tasks, status, funding, modifications, etc.
- Maintain documents and files them in the approved location for all assigned tasks (electronic filing is required).
- Coordinate building safety activities with base safety, AFRL safety, and Fire Department including monthly safety inspections, maintaining safety equipment, coordinating permits, maintaining emergency plan and safety board, remaining current with AFOSH standards, etc.
- Manage and track all work orders, request quotes from GSA Advantage or other vendors in support of various areas of facilities.
- Conduct simple furniture assembly and disassembly in support of office moves (no more than 5 office spaces at a time, no electrical/comm work).
- Coordinate and troubleshoot the repair of facility access control (badging system) through AFRL security personnel.
- Monitor operation of major facility infrastructure equipment’s functionality and call-in issues to KAFB Help Desk or submit through NexGEN (or approved equivalent), as required. Infrastructure equipment includes: chillers and associated pumping units, boilers, air compressors, generators, air handlers, main distribution panels, transformers, and other essential building infrastructure.
- Conduct routine policing and inspection of grounds adjacent to the facility, to include snow removal at entrances.
- Support Facility Manager Program with management of facility manager list and appointment letters. Facility Manager list and appointment letters shall be reviewed monthly and updates sent to the AFRL Facility Manager Lead.
- Support emergency calls by doing site visits, assessing situation, and providing way forward to government personnel. Provide escort services to technicians, inspectors, emergency responders, and other support personnel as required to mitigate the emergency.
- Sponsor personnel on Base as required to obtain Base access and secure AFRL Facility Access (visitors’ badges) for AFRL construction, furniture, service contracts, inspections, and other related project and facility requirements to include special events (Ribbon cuttings, Groundbreaking ceremonies, etc.).
- Familiarity with policies and procedures in the Kirtland AFB Civil Engineering Guide for Facility Managers.
- Providing required facility manager duties as follows: keeping a log of processes, tracking of Work Tasks and AF332’s for work submitted to the Civil Engineering Division, managing building keys, building layouts, emergency evacuation maps posted in facility, shelter-in-place monitor, replace light bulbs, and monitor janitorial service schedules/supplies/changes to service, etc.
- Prepare basic statements of work and rough order of magnitude cost estimates for building repairs, contact vendors for quotes.
- Facility Management for facilities, scheduling quarterly heating, ventilating, and air conditioning (HVAC) filter changes with KAFB CE, monthly emergency generator checks, annual crane and ladder checks, annual sling and hoist checks, monthly fire extinguisher inspection, monthly emergency and exit light inspections. Escort inspectors and technicians during periodic alarm system checks, safety inspections, and repair actions through KAFB CE Help Desk.
- Coordinate with key collaborators such as Construction Contractors, their sub-contractors, Base Inspectors, AFRL engineers/architects, customers/users for pre-construction, notice to proceed, and beneficial occupancy meetings for facilities assigned as FM.
- Support the facilities with furniture assembly, disassembly, furniture and office moves, and handyman tasks as defined in the Facility managers guide as self-performed work.
- Support with Pick-up and delivery of materials/goods, in a government provided vehicle, in support of facilities assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Have a minimum of 5 years with facility management experience; journeyman craftsman (non-licensed) in a building trade such as electrician, carpenter, HVAC, etc.
- Training in vocational school, related on-the-job experience, or an associate's degree.
Skills and Abilities:
- Shall be able to communicate verbally and in writing as required in English; convey thoughts clearly and concisely to keep all necessary personnel informed of project/task status without ambiguity. This includes agendas, weekly activity report, staff meeting slide updates, meeting minutes, emails, database updates, presentations, briefings, etc.
- Shall conform to dress codes and hygiene standards for the position they occupy and present a professional appearance. Offices/workspaces shall be maintained in a clean, neat, clutter-free free and organized manner. Employees shall conform to all government rules and regulations for safety, security, health, hygiene, and vaccination requirements placed on government civilian personnel within the same facilities for similar positions.
- Shall be proficient in the use of MS Office products, AutoCad, Revit, RS Means Microsoft Project, Microsoft Teams, SharePoint, OneDrive, Adobe Creative Cloud and other software necessary to perform the duties of the position.
- Skills and knowledge to prepare and submit work requests (AF Form 332’s) through NexGen or the current Kirtland Air Force Base (KAFB) Civil Engineering (CE) system using approved forms.
- Working Knowledge of Hazardous Materials (HazMat) management and the ability to prepare authorization records and coordinate waste management with the RVOIF Unit Environmental Coordinator(s) and/or 377th CE Environmental Office, including coordinating initial accumulation point (IAP) reviews and inspections, and review and assist in waste turn-in to KAFB Environmental.
- Knowledge of security policies and procedures and the ability to serve as the Point of Contact (POC) for Force Protection Activities and coordinate those activities with Branch and Division leaders.
- Knowledge of safety policies and procedures and the ability to coordinate building safety activities with base safety, AFRL safety, and the Fire Department.
Special Requirements:
- Must attend training and receive the Occupational Safety and Health Administration (OSHA) 10-hour certification within one year of in-processing.
- Must pass pre-employment background check

PHYSICAL DEMANDS:
May exert up to 25 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body, involves sitting most of the time, but may involve walking or standing for brief periods of time.
WORKING ENVIRONMENT:
Work will be performed on Kirtland AFB, NM at the Air Force Research Laboratory Phillips Research Site. The primary places of work are at Buildingss 424, 650, 651, 753, and 378080. Work may be performed both indoors and outdoors. Inclement weather may exist both extreme hot temperatures during the summer and extreme cold temperatures during the winter.
