Job Title: Document Control and Records Management Specialist (NWS 00578)
North Wind Services, is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. The Environment, Safety and Health (ES&H) Directorate.) have an opening for Document Control and Records Management The successful candidate will be instrumental in independently developing, implementing, and managing a Document Control and Records Management process within the Environment, Safety and Health (ES&H) Directorate. This position is in ES&H Directorate Operations
This position may require the employee to have the flexibility to work overtime, shift and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.
-Collaborate with ES&H management and programmatic subject matter experts (SMEs) to develop, implement, and manage an effective ES&H Document Lifecycle process that complies with internal and regulatory requirements.
-Develop and implement governance for creating, storing, updating, and distributing ES&H documents including, but not limited to, technical and administrative procedures, regulatory reports, management and staffing plans, memorandums of understanding (MOUs), and the ES&H governance stack.
-Be the ES&H point of contact for all Document Configuration and Management initiatives.
-Develop, implement, and maintain controlled taxonomies and metadata standards.
-Create and maintain training courses and materials and user guides to enable efficient system usage.
-Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.
-May provide input to the development and revision of procedures, methods, and tools to manage database and system migrations. Participate in implementation activities and monitor the results.
-Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
-Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
-Bachelor’s degree in library science, public administration, quality control/assurance, or other related technical fields, or equivalent combination of education and related technical experience.
-Experience managing, and/or implementing, document lifecycle processes for a portfolio of documents.
-Experience cataloging print and electronic data materials and knowledge of integrated library systems and catalogues.
-Experience analyzing and implementing processes and leading projects and experience with ----Archive and Library digitization processes, technologies, and strategies.
-Knowledge of metadata standards, such as MARC and Dublin Core.
-Experience interfacing with customers and users, interpreting their needs and collaborating in the identification of unique solutions, and with developing performance measures and analyzing data outcomes for a service area.
-Proficient written, verbal, and presentation skills necessary to effectively collaborate in a multi-disciplinary team environment, as well as the ability to work effectively with minimal guidance.
Desired Skills, Knowledge, and Abilities
-Experience with regulated document control in a government environment and with direct experience in electronic document management systems.
-Certified in Document Management Certified Professional (DMCP) or PPA Certified Procedure Writer.
-Experience using and/or implementing PPA AP-907-001 and AP-907-005 and with DOE Order 422.1, Conduct of Operations.
Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
